Move Interact, React to JuliaLang

I think that the @manipulate macro etc. is likely to be pretty central to the IJulia experience; in fact, I'm inclined to have IJulia REQUIRE React and Interact now that things are shaping up. It would therefore be good to move these packages to JuliaLang so that more maintainers are available in the future.

I agree. Shashi, I guess we need to give you temporary admin access to JuliaLang to do this.

Is there something you can do in order to expand the permissions on React and Interact to include other JuliaLang developers? I still can't close issues etc.

All members of the Contributors and IJulia groups now have write permissions.
