rather than redundant doc/doc-requirements, use single 'requirements.txt' in the doc directory. - removes extra `--no-cache-dir` in linkcheck workflow, which is an unnecessary waste.
- follow a few redirects - kubectl autocompletion no longer has a single link target, link to kubectl per-platform instructions instead
