Backport fix for Zombie processes in k3s running through docker-compose to branch release-1.21 and engine-1.21

Validated using v1.21.5-rc1+k3s2 following the same steps as mentioned in the issue and do not see the zombie processes anymore. This is using containerd://1.4.11-k3s1
