The Plan:

Attach sqlite3 from matomat-perl
Add option to admin menu "migrate user"
Create username
Add credits
Set user to inactive on old matomat

During the migration time, leave old matomat at tty1, setup new matomat on tty2 so users can switch between implmentations.
