EXPECTED_SCORE is ignored #3

The problme format specifies that a solution can include an EXPECTED_SCORE for scoring problems. This is good, but it is currently ignored. The spec doesn't say what should happen when the actual score != expected score. It should probably give an error.

This is currently not in the spec.
