kcp-glbc (KCP Global Load Balancer) updated to the latest KCP by @jmprusi

First step in moving towards a default KCP global ingress. Next step will be to move the reconcile logic of the existing kcp-glbc to the coordination controller pattern (similar to what has been done for the deployment coordinator).
