Add and test support for Django 2.2 #132

We've been using latest djang-defender with Django 2.2 since its release and it's been working without any issues that we've seen. We just get annoying pip warnings about it not being officially supported.

Coverage remained the same at 89.918% when pulling c36fe07 on chrisledet:cl/django-2.2 into 1026cf5 on kencochrane:master.

This change did require upgrading Ubuntu Trusty to Xenial for upgraded sqlite version
