"Stable" snapshot for kernelci-core, kernelci-api, kernelci-pipeline

To complete task of creating deployment of api/pipeline we need git tag in each repository which we can use to create "stable release candidate" snapshot of our application.
Repositories:
kernelci-core
kernelci-api
kernelci-pipeline

Requirements:

• Stable code tested on staging with all (current) tests passing
• API matching current version of documentation
• Functional cli tools that can allow user to interact with API as described in documentation
• Functional pipeline "loop" that can do minimal testing cycle
