review-init -wでwebrick gemがないと例外エラーになる #1823

review-init -wを実行したとき、webrick gemがないと例外エラーが発生する。

-wオプションはめったに使われなさそうなのでデフォルトには引き続きwebrick gemは入れない
最初のrequireで見つからなかった時点で捕捉してエラーにする(Mecab同様)
テスト書く前提でadd_development_dependency には入れといたほうがいいか
