Cut the release of Knative 0.22 for docs/website

The summary of the tasks to do are the following:

Update the API docs in Master: https://github.com/knative/docs/blob/master/docs/reference/api/README.md
Ex: add version 0.20.0 to docs build website#247
Create a new knative/docs branch (the new release): https://github.com/knative/docs/releases
See: https://github.com/knative/docs/tree/release-0.22
Update the knative/website to include the next release.
See: Releasing 0.22 website#287

The Netlify build automatically publishes everything

hopefully, we can document the steps to later be automated with Github Actions!
