Add upsert functionality for annotations

When updating web annotations via the

PUT /w3c/{containerName}/{annotationName}

endpoint, users currently have to send the entire changed annotation, instead of just the changes.
A separate upsert endpoint would allow the user to only list the changes to the annotation.
