I'm using the global configuration file and on a booted system randrctl works whether it is run with user or root privileges. Automatic udev detection also work during normal operation, but not on machine boot. The system boots as if randrctl was not present and manually running "randrctl auto" or reconnecting external display to trigger udev is needed. Is this expected behavior? Even if it is, please at least consider updating the README.
(Tested on Arch Linux with kernel 5.4.86 and randrctl v1.8.2).

I currently do not have time to support randrctl. For a long time I've been considering rewriting it in a different language. If I ever implement a fix for this issue, I'll do it in the rewrite, not in this version.
Meanwhile, I'll leave this issue open. I'd be happy to review and merge any contributions though.
