Behaviour of ondemand and conservative are the same for me : ondemand sets intermediate frequencies as conservative.

@freeroot this extension doesn't changing any parameters or behavior of the standard kernel governors yet. @terencode is right here. In addition you could look at your ondemand parameters /sys/devices/system/cpu/cpufreq/ondemand

io_is_busy
powersave_bias
ignore_nice_load
sampling_down_factor
up_threshold
sampling_rate
min_sampling_rate

Your behavior looks like some system process a bit loading CPU but not too much to go to higher frequencies.
So what is your CPU? Is it laptop or desktop? What is your temperature of CPU? Maybe you have a CPU thermal throttle (/sys/devices/system/cpu/cpu0/thermal_throttle/core_throttle_count for each core)? Check your HDD/SSD maybe in the IO system problem.
