Drop support for Ruby 1.9.2 which is now EOL since June.

Users of 1.9.2 will still be able to use version 1.0 of Wisper.

This is a breaking change.

I'm also considering dropping 1.9.3 support in Wisper 2.0 .

Users of 1.9.3 can still use Wisper ~> 1.0.

only failure is jruby-head (due to problem with Travis/RVM), merging.
