Is kfctl needed to install kubeflow 1.3 or is the version numbering of kfctl independent of that of kubeflow?

kubeflow documentation guide me to install kfctl v1.3.0 release, but the link https://github.com/kubeflow/kfctl/releases/tag/v1.3.0 does not exist

should I install kubeflow without kfctl? or will there be 1.3 release of kfctl soon?

I will love to have this soon to test out Kubeflow 1.3 on Kubernetss 1.2x.

Any new update for this? kubeflow 1.3 and 1.4 don't have corresponding kfctl.
