We should create gcr.io/kubeflow-images to host our official public images.

Is kubeflow-images a google.com or kubeflow.org project. We wanted to create the project within the kubeflow.org domain.

There's no way to move a project once its created. So if you created project kubeflow-images in google.com/ we will need to pick a different project and name.

I didn't realize gcr.io/kubeflow-images already exists.
https://pantheon.corp.google.com/gcr/images/kubeflow-images/GLOBAL
Doesn't appear to be a project I have access to. So its definitely not in kubeflow.org and also not kubeflow.io.

I suspect the project may have been created by @puneith since the only docker image is zill_xgb.

I created the project
org: kubeflow.org
project: kubeflow-images-public

I made release-team@kubeflow.org an editor of the project so they should be able to finish setting up the registry.

Not the best name in the world but its better than gcr.io/kubeflow-images-staging.

* Refactor tensorflow-notebook-image/Dockerfile (#689)

Remove a lot of bloat - install only the minimal set of packages
required to get started with ML. Any packages required can be installed
by the user in the notebook itself using pip install/conda install

Image size has gone down from 12GB to 3GB for cpu image

Having a lot of packages makes it very challenging to maintain them
because of version conflicts

Run everything as jovyan user - this enables user to run conda install
/ pip install without requiring sudo

Add comments on every step
