Is this a bug fix or adding new feature?
This PR adds the ability of setting proxy variables. Mimics the EBS CSI Driver's implementation.

What is this PR about? / Why do we need it?
Closes #409

What testing is done?
This was tested by upgrading a release and by creating a new release.

Hi @clarkdoan. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

Unfortunately @clarkdoan does not seem to be available. Would it be (process-wise) possible if I handed in his commit+fix in a different PR?

looks like the EBS implementation changed with its 2.x.x helm chart release:

https://github.com/kubernetes-sigs/aws-ebs-csi-driver/blob/master/charts/aws-ebs-csi-driver/values.yaml#L59

I'm OK With merging this as is given how long it took to review, I can submit a follow-up to make it consistent with the latest EBS implementation.
