As discussed with @ant31 we'll probably run core kubernetes components (e.g. apiserver) as a systemd service. It will be easier to operate (restart, reload ...).

The apiserver is now running as a service.
I don't think that notifying dnsmasq is necessary.

I'll try to add a node to an existing cluster to see how it's behaves
