This is proposed in Kustomize Plugin Graduation #2953

The idea is to make it less onerous to configure plugins inline. If Catalog is successful, this may not be necessary.

@KnVerey: This issue is currently awaiting triage.

SIG CLI takes a lead on issue triage for this repo, but any Kubernetes member can accept issues by applying the triage/accepted label.

This may still be considered in the future, but particularly since Catalog may remove the need for it, I don't think we need to hold the issue about it open in the meantime.
