Remove dependency on TravisCI #10366

TravisCI is no longer needed in kOps. The last dependency, the ARM64 build, will be handled in the periodic tests.

Most likely will have to be removed from the required status checks also:
https://github.com/kubernetes/test-infra/blob/cbe9b97ddaa175a2b3177bb8a83e91f1738d656c/config/prow/config.yaml#L238-L244
