apiserver: Remove the deprecated --experimental-encryption-provider-config flag #108423

The deprecation happened in v1.13 with #71206. The --experimental-encryption-provider-config flag was scheduled to be removed with v1.14 but it seems that no one did such follow-up.

Does this PR introduce a user-facing change?

API server's deprecated `--experimental-encryption-provider-config` flag is now removed. Adapt your machinery to use the `--encryption-provider-config` flag that is available since v1.13.

Hi @ialidzhikov. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
