make aggregated discovery for legacy apiservices work #115728

fixes #115559

For apiservices that serve the new discovery mechanism this is not optimally efficient because the same service discovery document is retrieved multiple times when multiple apiservices use the same service. However, when the old discovery method is used, each apiservice needs to get a different discovery URL. This prevents enabling this feature on general clusters due to restmapping failures.
