What happened:

The makefile at https://github.com/kubernetes/release/blob/master/images/build/debian-iptables/Makefile is referencing an older go-runner image (v2.3.1-go1.17.3-bullseye.0) which has a number of CVE's

What you expected to happen:

Update the makefile to use a later Go version, ideally 1.18, but a later version of 1.17 would also work.
