Do a minor upgrade of all modules

Ideally we get to a point where https://testgrid.k8s.io/sig-testing-maintenance#autoupdate-minor passes

Currently having to:

• Refactor our build controller to stop using the generated client fake (testing package changed)
• Replace 3 packages:
  • k8s.io/client-go to force a more recent commit than latest release - Publish an tagged v12 alpha version for client-go HEAD kubernetes#76304
  • Replace github.com/evanphx/json-patch to force a more recent commit than latest release - Please create a newer release that includes #74 evanphx/json-patch#76
  • sigs.k8s.io/sturctured-merge-diff to force an older commit that k/k uses - Update apiserver to use more recent sigs.k8s.io/sturctured-merge-diff commit kubernetes#76249

Current problem is that test-infra vendors knative/build and this uses the now-deleted serializer.DirectCodecFactory

This will cause hack/e2e.go -- which runs go get -u k8s.io/test-infra -- to fail whenever modules are turned on.

Need to resolve at one of these three before we can do a minor upgrade:

• Allow modules that have an indirect dependency on k8s.io/kubernetes to do a minor module upgrade kubernetes#81878
• Please stop importing k8s.io/kuberneretes google/go-containerregistry#496
• Pipeline depends on packages with bad k8s imports, preventing minor upgrades tektoncd/pipeline#1244
