Handling functionally similar packages

What would you like to be added:
The kurator project contains three packages for YAML encoding and decoding. Should we only keep one for use?
pkg/plugin/volcano/plugin.go "sigs.k8s.io/yaml"
pkg/util/policy_test.go "k8s.io/apimachinery/pkg/util/yaml"
pkg/plugin/prometheus/util.go "gopkg.in/yaml.v3"
Why is this needed:
It can reduce complexity and improve maintainability of kurator.
