COLRv1 is on by default, don't know why OT-SVG is still off. Investigate.

Fixed in 9039fbd - the upstream code seems to be linux + windows only (ie no related work on macs) but tests seem to suggest it does not work on Windows. So this may be Linux only. Anyway.

See also #213 - switching to freetype on Windows might make this work, regardless of the status of directwrite OT-SVG support.

e5f2e63 is a neater way of enabling it. With #213 this actually works across the board now.
