Rewrite transponder_db_from_file()

Legacy code from Predict. ~~~Uncovered weird errors in connection with #49, which probably have to do with very specific numbers of characters used in extracting lines. Symptoms are that some of the transponder entries are not properly read.~~~ Turns out the problem was elsewhere, but will still rewrite for clarity reasons since it was difficult to debug.
