As mentioned in @scottcwilson's PR:

Looking at the UPS documentation, it appears that the state/zipcode requirement applies to shipping addresses in the US only.

#8, #11, #12: Various updates!

- Don't make use of the UPS/XML configuration constants if the method's
not installed (they'll throw PHP warnings).
- Restructure logging to reduce in-line checks required.
- Don't return a quote if UPS indicated that there was an error.
- Various other PHP-notice type corrections.
