This is a documentation only addition to the 2e branch that's the subject of PR #2 but done as a separate PR to allow review of the doc.
Given that (presumably)
texdoc l3sys-querywill show l3sys-query.pdf, I've added a summary of the expl3 interface (actually almost all of the text) rather than just a reference to interface3, and added a second subsection detailing the keyvalue interface.
