Configure basic build directory structure and populate #2

Need to build a directory structure to build the RPM in.
IE:
rpmbuild/
rpmbuild/BUILD
rpmbuild/RPMS
rpmbuild/SOURCES
rpmbuild/SPECS
rpmbuild/SRPMS

should also grab the tarball for asterisk if it does not exist and place it in rpmbuild/

additionally I would like to start the "push-button" part of this here.

fire up VM and provision with tools
populate build dir
build rpm
drop rpm in shared dir
power down VM

No need to actually build the RPM here, a skeleton playbook will do.
