群成员处罚 #16

预期动作

根据管理员指令对群成员进行处罚，处罚分为几个不同程度的处罚：

单群、单次踢出，该成员可以再次申请加入
单群、永久踢出，该成员被列入该群黑名单，无法再次进入
全局拉黑踢出，该成员被从所有群踢出，并被列入机器人的黑名单中（无法向机器人发送任何消息）
