It is due to alexcrichton/tar-rs#295.

Same issue here. Installed under Rosetta

I tried working around this by doing mv GNUSparseFile.0/elan-init . at ~/.elan/bin, but then the update process wipes it down. Indeed it seems that elan-init is unzipped in some artifact directory GNUSparseFile.0

You will need to manually update to 1.4.5 by following the installation instructions
