Clean up the interaction of control_panel with Organization object #689

The control_panel is used on both the central and distributed server, and so needs to be organization-agnostic (as the organization is a central server object). However, organization appears in many places in the control_panel code.

That interaction needs to be cleaned up, it's getting a bit out of hand.
