When I have NoFWL running, the SHIFT+COMMAND+N keyboard shortcut stops working in all applications that ordinarily make use of it. For example, Finder uses it for the New Folder command. Most browsers use it for opening a new incognito/private window.
Using that keyboard shortcut whilst NoFWL is running doesn't do anything. So the only way I was able to determine NoFWL was the culprit was with the ShortcutDetective app. You can see the screenshot of this detection below ...
Once I determined NoFWL was the culprit, I was able to test this out by quitting NoFWL. The keyboard command is again restored and works system-wide. I can then launch NoFWL and the issue again occurs.
I don't see any menu items within NoFWL that use SHIFT+COMMAND+N. What's more, nothing happens when this shortcut is used whilst NoFWL is running (whether it's the active app or not).
Seems like a bug to me.
The system this is occurring on is an M1 mac, with macOS 13.3.1
