使用python的版本是什么，我这边import tensorflow as tf提示ImportError: DLL load failed: 动态链接库(DLL)初始化例程失败。

这个和python版本关系不大，这个错是你tensorflow环境对应的cuda,cudnn没配置好。你在windows上使用tensorflow的话，你的python版本基本上不会低于3.5.
