Not all pcap magic numbers are accepted by libmoon.

Especially the magic number 0xa1b23c4d which is used for pcap files using nanosecond timestamps.
(https://wiki.wireshark.org/Development/LibpcapFileFormat)

I encountered the problem when I read a pcap file generated by Wireshark.
