Adds a new shader based on xBRZ-Freescale, this shader still blends pixels but to a lesser degree as shown in the following comparisons:

Chrono Trigger - Freescale
CT Freescale

Chrono Trigger - Rhyscale
CT Rhyscale

Donkey Kong Country 3 - Freescale
DKC3 Freescale

Donkey Kong Country 3 - Rhyscale
DKC3 Rhyscale

EarthBound - Freescale
EB Freescale

EarthBound - Rhyscale
EB Rhyscale

Is the only difference from vanilla xbrz-freescale that the BLEND_NORMAL macro is 0 instead of 1? If so, I can probably just make that (and potentially the other macros, why not?) into runtime parameters.

That is correct, having these options available as parameters would be a much better solution than adding a new shader to be honest.

#345 solves the need for this PR.
