Release dhcpdns-a3

Whether the $DHCPDNS is solved is depending on the routers that you connect to. They may refuse to response. bootstrap_resolvers is the fallback, if failed.

Tests appreciated:

1. IPv6 DHCP.
2. Running as a non-root user on Linux.
