Notes border issue after reboot

Problem:
Notes, after reboot and such, shows this weird borders on all of notes. In screenshot, only one is "new" so it has proper borders. Rest of notes is old, so has this border.

Expected:
All notes stay using proper borders.

In my case, under Mint 20.3 Mate the bug was occasional, but on relaunch, the notes always repositioned themselves as if the grey border area existed, even wen it is not visible.
Under Mint 21 Mate, the bug is systematic.

The bug has disappeared under Linux Mint 21.1 Mate and the panels can now stay positioned close to the edge.
But I don't know if this is due to a sticky update, the Linux Mint upgrade or another update.

In fact I realise that the borders only disappeared because I had activated Mate's window composition manager (compton). Otherwise, they are now black (:<
By the way, there is no need to restart to make these borders appear if they are not visible. You just have to click twice on the notification icon (which makes the notes disappear and reappear).
I have never seen a difference between old and new scores. The result is obviously calculated at the time of posting in the same way for all notes.

Also, I made a mistake. The notes still can't stay near the borders after redisplaying, I must have confused it with indicator-stickynotes also running.
