[HLSL] Report warning and ignore semantic on place other than parameter and field #57916

Now we'll get an error on a local variable like
uint V : SV_DispatchThreadID;

use of undeclared identifier 'SV_DispatchThreadID'.

It should be a warning like "semantic is ignored on local variable ".

If static data member in a struct is allowed for HLSL, report warning to ignore semantic too.
