An InfluxDB instance/container should be setup before the cluster is signal'd to start. This will require updating the steps to ensure its setup before the other services so that they have the EC2 IP to report stats to.

A statsd aggregator will be needed somewhere as well to feed in the stats.

The InfluxDB container should have its db dumped out after the run and be shut-down.

feat: start influxdb with test runs

Add's an influx_options to the plan to choose whether to create an
InfluxDB container instance and populate its IP to the plan for later
setup of telegraf. Can also be optionally torn down at the end of the
test run.
