Proj4J 0.1.0 (provided under the Apache License, version 2.0)

This is an OSGeo project that GeoTrellis has absorbed into it's codebase to handle projections.
We have submitted a version of this codebase into LocationTech, and hope to see our contributions
provided back into a wider-used, maintained version of Proj4j; however until the the our fork
of the Proj4J codebase will live in this directory.
