Hi @logaretm,
first of all thank you for this great library! :) Truly impressive work!

I have a little request: would it be possible to export the function normalizeRules again, please?
I've used it several times with Vee-validate 3.x and Vue.js 2.x, and now that I'm migrating to Vee-validate 4.x and Vue.js 3.x, I'm missing this feature.
