padding not working

Hi, i just tried to make a div positioned in the center of a section using padding, but the padding is just increasing the size of the whole section and not doing what i want it to do, I am using box sizing but padding is still increasing the size of the select. Captain, I'm requesting assistance!! any kind of way to center div is needed, because i tried all i knew and no results.
