It would be great to be able to offer free shipping by a discount code, or even discounted shipping. This would be in addition to product level discounts on the discount code.
The question is how do we do this without being prescriptive in terms of shipping - as different devs will be using different shipping addons/logic. Maybe the best thing is to specify a shipping option / identifier to use when the basket has the discount code? Then the dev can check for it and apply that.
