Once GitHub releases Linux ARM runners on GitHub Actions for open source repos, experiment with creating Linux ARM binaries. (node-gyp --arch=arm64 on x86_64 still produced x64 binaries, unfortunately.)

GitHub expects to begin offering Arm runners for open source and personal accounts by the end of 2024.
