Feature request template

Title: AWS: allow specifying regions from CLI

Description:
Sometimes we don't want to sync certain regions, or we only want to sync a few select regions. Our _sync_one_account method can accept a regions argument, but it is not utilized, instead relying on _autodiscover_account_regions.

Similar to --aws-requested-syncs, we should add this as an optional switch to the CLI.
