NYU Mobility functions and dependencies are deteriorating #9

The NYU functions depend on some packages that use sp, rgdal and other packages that are no longer maintained. Others include plyr (now subsumed by modern dplyr and tidyverse) and DataCombine (I created some .R scripts we can run from source).

This will continue to be an issue.
