Wrong translation in checkout and minicart and error "Unable to save shipping information. Please check input data."

Preconditions

Upgrade Magento 2.1.9 to 2.1.10
PHP 7.0.25
MySql 5.7
Magento2_German_LocalePack_de_DE from https://github.com/splendidinternet/Magento2_German_LocalePack_de_DE
Plesk Web admin edition with include path .:/opt/plesk/php/7.0/share/pear

Steps to reproduce

Running Magento 2.1.9 everything ok. Uprading to 2.1.10 occures strange/wrong behaviour in checkout and minicart.

Expected result

Minicart and checkout page should show german translations, but shows default english.

Actual result

Magento is only showing in minicart and checkout page english (default) translations (all other translation are correct in german). Also an error message is shown on checkout page: "Unable to save shipping information. Please check input data."

Changing include path in plesk to "." (s. scrrenshot) seem solving problem. I think there was some changing in mangento 2.1.10 for ajax including scripts which causes this error?

Strange behaviour, because if I am running a copy of shop in subdirectory, translations is shown correct and no error is shown concernin saving data.

hm ... very strange. Problem with error message is shown on checkout page: "Unable to save shipping information. Please check input data." still here next day. If i clear all caches on browser and cookies message is gone. Until next day, then error message is here again.

We were not able to reproduce this issue by following the steps you provided. Please provide more detailed steps to reproduce or try to reproduce this issue on a clean installation or latest release.

Problem is not extension of translation. problem is include path which is set by plesk web admin. magento2 seems changed somewhere calculation inlcude path which causes error on plesk
