The proposed configuration file makes sense for a project, but not product repository. Internally in Magento Core we use certain CI setup which we don't share with other internal Magento projects and don't intend to share it with GitHub community. And because of that, we don't intend to use Travis system as well.

Therefore there is no point of adding it to Magento Core out of the box.

Ok, thanks for the reply. Although the configuration-file does not explicitly mean that you use the Travis system, but its a lot easier for Extension developers to create a test/CI setup. They dont have your CI setup.
